Cheaper guns for the people who don't have much money. The catch is, a weapon bought from the Black Market is not gauranteed to work.

firearms will cost you $50 (whatever you need)
drugs (whatever was available in the set period) will cost you $100 a piece
booze (depending on what you want) will cost you $50 per crate (goods must be bought per crate)
also, a meeting must be set up for the deal.
